Title: A new policy on new users of the forums

Newly registered users may not create new topics in the forum. They may still respond to existing topics. Once three such responses are made, the forum software will thereafter allow the user to post as usual.

We expect the policy change to limit the number of spam posts the forum receives.

Odd. My very first post was starting a new thread/topic.

No, not anymore.  ;D ;D ;D  However, the spam was reduced to nothing anyway -- after a major software update.
